Ukraine passes first reading of law to legalize casinos

The Verkhovna Rada of Ukraine supported the bill on legalization of gambling business in the first reading. 260 deputies out of 331 registered at the meeting voted for the law.

The law assumes legalization and legislative regulation of the sphere of gambling in Ukraine. It affects land-based and online casinos, as well as betting shops and lotteries.

The bill proposes to limit the location of land-based casinos exclusively at hotels that have three to five stars. Gambling halls must be at least 500 square meters. Also the norms of the equipment installation in the establishments are stipulated. In them there can not be installed more than 40 thousand machines.

Initially the bill contained a clause to raise the age of players from 18 to 21, but this amendment was rejected in the first reading. Nevertheless, the law stipulates rules for identification of gambling establishment customers and determines the amount of fines for these violations.

Chairman of the Subcommittee on Organization and Taxation of Gambling Business of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Oleg Marusyak said that criminal liability will be introduced for maintaining gambling establishments without a license. He suggested that the adoption of the law would help to collect from 2.5 to 4 billion hryvnia in taxes in the first year.

Earlier, the Prime Minister of Ukraine ordered inspections of gambling establishments operating under the guise of lotto markets. After law enforcers’ raids in Ukrainian cities, the authorities reported that 5,300 illegal gambling establishments have stopped working.
