Ukraine has officially launched a register of citizens who have restricted access to the sphere of gambling entertainment

According to updated information from the Gambling and Lottery Regulatory Commission (GRAIL) of Ukraine, the register of citizens who are restricted or prohibited from entering Ukrainian gambling establishments and/or participating in gambling activities has officially started operating in the country. The corresponding decree was published on the regulator’s website.

The authors of the document claim that it is intended to combat gambling addiction and ensure the principles of responsible gambling in real life.

According to the adopted norms the gambling business organizers, which operate on the territory of Ukraine under official license of KRAIL, from now on should provide their clients with the right to restrict their access to casino services, slot machine halls, bookmakers’ offices and lotteries independently. The minimum period of prohibition is 6 months, the maximum is 3 years.

In order to formalize this procedure, the organizer or CRAIL is obliged to accept a written application from the natural person (applicant), in parallel to confirming his identity. In addition, all gambling establishments will conduct identification of each visitor at the entrance in order to prevent admission to gambling entertainment of persons under the age of 21 and citizens who are prohibited to enter gambling facilities under the profile law.

A person’s name can be placed on the stop list by a member of the person’s family in the first line of affinity or by an official representative. The decision of a judicial body is also a legal basis for restricting the participation of a particular citizen in the gambling business.

The bill spells out the main criteria for admitting Ukrainians to gambling. The first prerequisite is turning 21 years old. The second is that a potential client of a casino or a betting company must not have serious financial problems. If his debts exceed 250,000 hryvnia, he runs the risk of being placed on the exclusion list. Alimony, subsidies and large loans may also be a reason for a ban on visiting establishments.
